Dots are randomly scattered across the screen, without any apparent system. After a while, they will reappear in the same spot or close by.

You can play safely without trying to eliminate another player because this is purely a fun game. When you grab the canisters, your car will travel faster. The dots from further away are also attracted to you. The pits that slow down your car are painted in blue. Some people think it looks like water puddles. The Cars IO is one of those online IOs that promotes peace. It's not that demanding on the hardware. 

Even if you reach the outer edge of the game map, the game will respawn you on the other side. There is also a map on the left side of the screen, showing other players in the area. This can be useful, but it's not very helpful, as you might never want to interact.
